REGULAR MEETING MINUTES
Thursday, January 26, 2006

A regular meeting of the Board of Education was held on Wednesday, January 26, 2006, in the
Burnett Eglow Media Center, 365 Boulevard, Hasbrouck Heights, New Jersey. The meeting was called to order at 7:00 p.m. by President, Mrs. Carroll.

Mrs. Carroll read the following statement:

"Pursuant to the New Jersey Open Public Meeting Act, Public Law 1975, Chapter 231, the Board Secretary caused notice of this meeting to be given to the public and the press on January 11, 2006".

Roll Call was taken by Joseph T. Bellino, School Business Administrator/Board Secretary, and the following members responded to their names:

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
01-334-06 the Hasbrouck Heights Board of Education approves the following individual as a substitute teacher in the Hasbrouck Heights School District for the 2005-2006 school year:

Brian Isaacs - County Certified

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
01-335-06 the Hasbrouck Heights Board of Education approves Gladys Traina as a lunch assistant in the Hasbrouck Heights School District for the 2005-2006 school year at the rate of $10.00 per hour.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
01-336-06 the Hasbrouck Heights Board of Education approves Michelle Bischoff as a part time Education Assistant at the salary rate of $10.00 per hour for the 2005-2006 school year:

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
01-337-06 the Hasbrouck Heights Board of Education accept the resignation, with regret of Patrick J. Ciccone, Lincoln School Principal, effective February 21, 2006.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
01-338-06 the Hasbrouck Heights Board of Education approve the transfer of Jeraldine Claps to Euclid School Grade 1 Classroom Assistant until further notice for the remainder of the 2005-2006 school year with no pay rate adjustment.

RESOLUTION: Be it Resolved that, upon the recommendation of the Superintendent of Schools,
1-339-06 the Hasbrouck Heights Board of Education approve the Middle School summer school program from June 28, 2006 through July 25, 2006, and

Be It Further Resolved that the program will have two sessions daily from 7:30 a.m. to 10:50 a.m. and 10:50 a.m. to 12:10 p.m. for a total of 18 days. Teachers to be approved at a later date at the rate of $28.00 per hour, and

Be It Further Resolved that the Hasbrouck Heights Board of Education approve out-of-district students to attend the summer school program at the tuition rates of $375.00 for one session and $600.00 for two sessions.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-341-06 the Hasbrouck Heights Board of Education approve the extension of a leave of absence for Christine O'Shea-Canetti, without pay, from January 9, 2006 to June 30, 2006.

Be It Further Resolved that the Hasbrouck Heights Board of Education extend the contract of Melissa Pianese from January 9, 2006 through June 30, 2006 at her current pay rate.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-342-06 the Hasbrouck Heights Board of Education approves the leave of absence, without pay, for Adele Albanese from May 8, 2006 to May 19, 2006.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-343-06 the Hasbrouck Heights Board of Education extend the contract of Vanessa Barchini, Lincoln School Kindergarten teacher, from February 1, 2006 through June 30, 2006 at her current pay rate.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the first
1-344-06 reading of the following revised policies/regulations/exhibits or by laws, copy attached to the minutes:

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the visit
1-346-06 of Dr. Gorkowitz to the elementary schools grades K to 2 for dental hygiene on February 6, 2006 and February 9, 2006 from 9:00 a.m. to 11:30 a.m.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-347-06 the Hasbrouck Heights Board of Education accept the funds for the 2006 fund year IDEA grant as follows:

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-348-06 the Hasbrouck Heights Board of Education accept the responsibility for tuition payment for the following special education student for the 2005-2006 school year:

#06-82 Park Academy, River Edge, NJ $37,612.50 pro-rated eff 1/3/06

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-349-06 the Hasbrouck Heights Board of Education approves the following BCSSSD Evergreen Program staff and team teacher to replace regular education teachers as needed if the regular education teacher is absent:

RESOLUTION: Be it Resolved that the Hasbrouck Heights Board of Education approve the
1-350-06 following individuals as independent contractors to provide ABA therapy for district special education students as needed for the 2005-2006 school year:

a. Cheryl Connors - ABA Special Educator/Programmer - $96.00 per hour
b. Michelle Lynn Connors - ABA Paraprofessional - $65.00 per hour
c. Deborah Connors - ABA Paraprofessional - $65.00 per hour

 

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-351-06 the Hasbrouck Heights Board of Education approves the revision to criteria for upgraded Grades 7 and 8 Honors Math and Advanced Placement History.

RESOLUTION: Be It Further Resolved that the Hasbrouck Heights Board of Education accept the
1-352-06 retirement resignation, with regret, of Anthony Balestrieri effective June 30, 2006.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-353-06 the Hasbrouck Heights Board of Education appoint Jack Palma as Interim Principal for Lincoln School at a rate of $400.00 per day from 2/16/06 to 4/4/06.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education accepts the
1-354-06 January, 2006 Report of the Superintendent of Schools.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-355-06 Lisa Bernstein be granted a leave of absence, with pay, from May 1, 2006 through June 30, 2006.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-356-06 the Hasbrouck Heights Board of Education accept the donation of a sound system to the Lincoln School Jump Rope Team with a value of $700.00 from the Community Bank of Bergen County.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the
1-357-06 installation of a vending machine in the teachers room at Lincoln School to be provided and maintained by the Hasbrouck Heights Education Association Good & Welfare Committee.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
1-358-06 the Hasbrouck Heights Board of Education approve the appointment of the following individual for the 2005-2006 school year at the position and rate indicated:

William Jones Custodian $27,108 pro-rated, effective 2/1/06

1-363-06 reports in accordance with N.J.A.C. 6A:23-2.11(c)4 and N.J.A.C. 6A:23-2.11(b) which are on file in the office of the Board Secretary.

1. Report of the Board Secretary for the month of November, 2005
2. Report of the Treasurer of School Funds for the month of November, 2005

RESOLUTION: Be it Resolved that the Hasbrouck Heights Board of Education approve
1-364-06 the following appropriation transfers as per Attachment A.

RESOLUTION: Be It Resolved that pursuant to N.J.A.C. 6A:23-2.11-4 and upon consultation
1-365-06 with the appropriate district officials, the Board certifies that to the best of its knowledge, no major account or funds have been overexpended in violation of N.J.A.C. 6A:23-2.11(a) and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the actual
1-366-06 payroll for the month of December, 2005, in the amount of $1,270,320.82, and that the President of the Board, the Board Secretary, and the Treasurer of School Funds be, and they hereby are, authorized to sign warrants up to and including the above.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the
1-367-06 estimated payroll for the month of January, 2006, in the amount of $1,250,000.00 and that the President of the Board, the Board Secretary, and the Treasurer of School Funds be, and they hereby are, authorized to sign warrants in any amount up to and including the above $1,275,000.00.

RESOLUTION: Be it Resolved that the President of the Board, the Board Secretary, and the
1-368-06 Treasurer of School Funds be, and they hereby are, authorized to sign warrants for supplies and materials received and services rendered to the Hasbrouck Heights School District . The amount for the month of January being:

RESOLUTION: Whereas, the Annual School Election will be held on April 18, 2006, and

Whereas, school board elections now conform to the general election process and be supplemented in Title 19 of the New Jersey Statutory Code, and

Whereas, this brings such elections under the jurisdiction of the County Clerk, Boards of Elections and Superintendent of Elections,

Now, Therefore be it Resolved, that the Hasbrouck Heights Board of Education authorize the time of election to be from 2:00 p.m. to 9:00 p.m.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the drawing
1-370-06 of the names for positions on the ballot for the Annual School Election of April 18, 2006, be held in the Administration Building, 379 Boulevard, Hasbrouck Heights, New Jersey on Wednesday, March 9, 2006 at 3:45 p.m.

 

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education accept the
1-371-06 retirement resignation, with regret, of Janet Castellano, Business Office Secretary, effective August 31, 2006.

Labor Relations Committee:

The following resolution was moved by Mr. Giarratana, seconded by Mr. Van Hook:

RESOLUTION: Be it Resolved that the Hasbrouck Heights Board of Education approve the
1-372-06 agreement between the Hasbrouck Heights Administrators Association and the Hasbrouck Heights Board of Education regarding assignment and compensation for administrators required to accompany students on overnight field trips as per Attachment B.
