REORGANIZATION MEETING MINUTES
Thursday, May 4, 2006

A reorganization meeting of the Board of Education was held on Thursday, May 4, 2006 in the Dr. Burnett Eglow Media Center, 365 Boulevard, Hasbrouck Heights, New Jersey. The meeting was called to order at 8:00 p.m. by Board Secretary, Joseph T. Bellino.

Mr. Bellino read the following statement:

Pursuant to the New Jersey Open Public Meeting Act, Public Law 1975, Chapter 231, the Board Secretary caused notice of this meeting to be given to the public and the press on April 20, 2006.

Roll Call was taken by Joseph T. Bellino, School Business Administrator/Board Secretary, and the following members responded to their names:

Present - Mrs. Ciocia, Mrs. Hodulik, Mr. DeLorenzo, Mr. Parodi, Mrs. Doheny, Mr. Ruroede, Mr. Giarratana, Mr. Salerno

Absent None

Also Present: Mr. Luongo, Mr. Bellino, Mr. Dorsey, Mr. Semrau, citizens, members of the press

Mr. Bellino gave a report on the April 18, 2006 Annual School Election as per Attachment A.

The required oath for new board members was administered by the Board Secretary to
Mr. Ruroede, Mrs. Ciocia, and Mrs. Doheny.

The Board Secretary asked for nominations for the office of Board President of the Hasbrouck Heights Board of Education for the coming year.

Mr. DeLorenzo nominated Mr. Ruroede. There were no other nominations.

Nays: None

Mr. Ruroede is elected President.

Mr. Ruroede assumed the Chair as President of the Hasbrouck Heights Board of Education for the coming year.

Mr. Ruroede called for nominations for the office of Vice President of the Hasbrouck Heights Board of Education for the coming year.

Mr. Ruroede nominated Mr. DeLorenzo. There were no other nominations.

Mr. DeLorenzo is elected Vice President of the Hasbrouck Heights Board of Education for the coming year.

The following resolutions were moved by Mr. DeLorenzo, seconded by Mr. Parodi:

RESOLUTION: Be It Resolved, that the Hasbrouck Heights Board of Education adopt the policies,
5-001-06 by-laws, rules and regulations, curriculum and textbooks currently in existence and effect for the 2006-2007 school year.

RESOLUTION: Be It Resolved, that the Hasbrouck Heights Board of Education approve the
5-002-06 following appointments for the 2006-2007 school year:
Joseph T. Bellino Board Secretary
Donna Menendez Acting Board Secretary as may be needed
Conchita C. Parker Treasurer of School Monies
Joseph T. Bellino Air Quality Control Compliance Officer

RESOLUTION: Be It Resolved, that the Hasbrouck Heights Board of Education designate the
5-003-06 Bergen Commercial Bank, located at 284 Boulevard, Hasbrouck Heights, New Jersey as the official depository for the Board of Education funds for the 2006-2007 school year.

RESOLUTION: Be It Resolved, that the Hasbrouck Heights Board of Education authorize,
5-004-06 pursuant to 17:12B-241, the Board Secretary and Assistant Board Secretary, to invest school funds, and order wire transfers if necessary, to complete the transaction in one or more accounts in any insured bank whose principal office is located in New Jersey in any amount up to, but not exceeding, the amounts for which such accounts are insured.

RESOLUTION: Be It Resolved, in compliance with the Open Public Meeting Act, P.L. 1975, the
5-005-06 public meetings of the Hasbrouck Heights Board of Education for 2006-2007 are hereby set down for the last Thursday of each month, where appropriate. The first meeting scheduled to be held on the last Thursday of each month will be held in the Administration Building, 379 Boulevard, commencing at 6:00 p.m. and normally be confined to a work session. Public discussion at these meetings shall not be permitted. The second meeting scheduled for the last Thursday of each month will be an action session and will be held in the Burnett Eglow Media

 

Center, 365 Boulevard, commencing at 8:00 p.m. Public discussion will be invited at the action session meetings. Departure from the last Thursday meeting arrangement may be scheduled whenever necessary to avoid conflicts due to holidays or other important pre-scheduled meetings.(See Attachment A)

Notice of the aforesaid meetings and of all other public meetings hereafter scheduled, whether revised or additional meeting dates, shall be given in accordance with the terms of the Open Public Meetings Act by posting said notice in the Administration Building, by filing with the Borough Clerk, and furnishing to "The Record", or "The Observer", which newspapers are hereby designated as having the greatest likelihood of informing the public of such meetings.

Any person who requests that individual notices of meetings be mailed to him or her shall prepay to the School Business Administrator of the Hasbrouck Heights Board of Education, the sum of $.50 cents for each notice requested, to cover the cost of preparing and mailing same. Request for such individual notices made by the media shall be granted without cost.
This resolution shall take effect immediately and shall be subject to superseding resolutions by the public body.

RESOLUTION: Be It Resolved, that The Observer, Hasbrouck Heights, New Jersey, and The
5-006-06 Record, Hackensack, New Jersey be designated as official newspapers of the Board of Education for the 2006-2007 school year.

RESOLUTION: Be it Resolved, that the following are hereby authorized to sign for and on behalf
5-007-06 of the Hasbrouck Heights Board of Education, any and all checks, drafts, or other orders with respect to any funds at any time to the credit of this Board with the depositories and/or against any accounts of this Board maintained at any time with the depositories, inclusive of any such checks, drafts, or other orders drawn to cash or bearer or in favor of any of the below designated officers and/or other persons, firms or corporations, and that the depositories be and hereby are authorized without further inquiry, (a) to pay the same to the debit of any accounts of this Board then maintained with them, (b) to receive for deposit to the credit of this Board, and/or for collection for the account of this Board, any and all checks, drafts, notes or other instruments for the payment of money, whether or not endorsed by this Board, which may be received for it for such deposit and/or collection, it being understood that each item shall be deemed to have been unqualifiedly endorsed by this Board, and (c) to receive, as the act of this Board, reconcilements of accounts when signed by any one or more of the below designated officers and/or persons:

RESOLUTION: Whereas, pursuant to N.J.S.A 18A:17-8(b), the Board Secretary is responsible
5-008-06 for the examination and auditing of all accounts and demands against the Board, and

Whereas, from time to time said demands against the Board are of an emergent nature and must be paid prior to Board approval in open public meeting as required by statute, now

Therefore Be It Resolved, that the Hasbrouck Heights Board of Education authorize the Board Secretary to examine, audit and pay all claims against the Board of an emergent nature prior to Board approval, and

Be It Further Resolved, that all such emergent payments made by the Board Secretary be reported to the Board, ratified, and duly recorded in the minutes at the next open meeting of the Board.

RESOLUTION: Be It Resolved, pursuant to N.J.S.A. 18A:22-8.1 the Hasbrouck Heights Board of
5-009-06 Education designates the Chief School Administrator to approve transfer amounts among line items and program categories as are necessary between meetings of the Board and that said transfers be reported to the Board, ratified, and duly recorded in the minutes of the next open meeting of the Board.

RESOLUTION: Whereas, the recent changes to the Public School Contracts Law gave boards of
5-010-06 education the ability to increase their bid threshold up to $29,000, and

Whereas, N.J.S.A. 18A:18A-3a, permits an increase in the bid threshold if a Qualified Purchasing Agent is appointed as well as granted the authorization to negotiate and award such contracts below the bid threshold, and

Whereas, N.J.A.C. 5:34-5 et seq. establishes the criteria for qualifying as Qualified Purchasing Agent, and

Whereas, Joseph T. Bellino possesses the designation of Qualified Purchasing Agent as issued by the Director of the Division of Local Government Services in accordance with N.J.A.C. 5-34-5 et seq., and
Whereas, the Hasbrouck Heights Board of Education, desires to increase the bid threshold as provided in N.J.S.A. 18A-18A-3,

Now, Therefore, Be It Resolved, that the governing body of the Hasbrouck Heights Board of Education, in the County of Bergen, in the State of New Jersey hereby increases it bid threshold to $29,000, and

Be It Further Resolved, that the governing body hereby appoints Joseph T. Bellino as the Qualified Purchasing Agent to exercise the duties of a purchasing agent pursuant to N.J.S.A. 18A:18A-2b, with specific relevance to the authority, responsibility, and accountability of the purchasing activity of the Hasbrouck Heights Board of Education, and

Be It Further Resolved, that in accordance with N.J.A.C. 5-34-5.2 the Hasbrouck Heights Board of Education is hereby authorized and directed to forward a certified copy of this resolution and a copy of Joseph T. Bellino certification to the Director of the Division of Local Governmental Services.

RESOLUTION: Be It Resolved, that the Hasbrouck Heights Board of Education approve the
5-011-06 following tuition rates for the out-of-district students for the 2006-2007 school year:

RESOLUTION: Be it Resolved that the Hasbrouck Heights Board of Education approve the
5-012-06 following petty cash funds for the 2006-2007 school year:

Be It Further Resolved that each fund must comply with the procedures established in Policy #3451.

RESOLUTION: Whereas, the Teterboro Board of Education has need to provide a secondary
5-013-06 (grades 9 to 12) educational curriculum for students that reside in their district, and

Whereas, the Teterboro Board of Education has no facilities to provide this curriculum within the district, and

Whereas, the Hasbrouck Heights Board of Education has the capacity to provide a secondary (grades 9 to 12) educational curriculum for Teterboro students,

Now Therefore, Be It Resolved that the Hasbrouck Heights Board of Education establish a sending/receiving relationship with the Teterboro Board of Education to provide a secondary (grades 9 to 12) educational curriculum for all students residing in the jurisdiction of the Teterboro Board of Education for the 2006-2007 school year.

Be It Further Resolved that the tuition rate for regular students be set at $12,344 exclusive of transportation costs for the school year 2006-2007, and

Be It Further Resolved that this agreement be in compliance with all New Jersey Department of Education statutes, codes, rules, regulations and guidelines.

RESOLUTION: Whereas, the Teterboro Board of Education has a need to provide child study team
5-014-06 services to students that reside in their district, and

Whereas, the Hasbrouck Heights Board of Education agrees to provide these services on a contractual basis for school year 2006-2007.

Now, Therefore, Be It Resolved that the Hasbrouck Heights Board of Education approve an inter-local service agreement with the Teterboro Board of Education to provide child study team services as needed and in accordance with the following fee schedule school year 2006-2007.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education authorize the School
5-015-06 Business Administrator/Board Secretary to advertise and conduct bid openings for supplies and materials, transportation services, professional services, or other items as may be needed, or as required by law for the 2006-2007 school year.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-016-06 the Hasbrouck Heights Board of Education approves the appointment of Business Administrator/Board Secretary Joseph T. Bellino as District Custodian of Public Records pursuant to Chapter 404, P.L. 2001, commonly known as the Open Public Records Act, for the 2006-2007 school year, and

Be It Further Resolved, that the Hasbrouck Heights Board of Education establishes that all requests for access to public records must be presented directly to the District Custodian of Public Records at the Board of Education office, 379 Boulevard, Hasbrouck Heights, N.J. 07604 during normal business hours, and

Be It Further Resolved that, in the absence of the District Custodian of Public Records, said requests be presented directly to the Superintendent of Schools at the same address.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the
5-017-06 following companies as providers of tax sheltered annuities, disability and supplemental insurance programs to district employees for the 2006-2007 school year:

1. VALIC
2. Equitable
3. Met Life
4. Faculty Services
5. AFLAC
6. Prudential Financial

Be It Further Resolved that all named companies must meet all Federal and State regulations and requirements for sales and services of these products.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education accept the
5-018-06 resignation of Dr. Patrick Tierney as Trustee for the Hasbrouck Heights Board of Education effective May 3, 2006, and

Be It Further Resolved that the Hasbrouck Heights Board of Education hereby directs the Board Secretary to seek a replacement for Dr. Tierney through local media advertisements.

RESOLUTION: Whereas, in accordance with the provisions of the New Jersey Open Public
PS-010-05 Meetings Act the Hasbrouck Heights Board of Education wishes to meet in Private Session for the purpose of discussing matters of a confidential nature relating to personnel and legal.

Now, Therefore Be It Resolved, that the Hasbrouck Heights Board of Education adjourn to Private Session for the purpose of discussing such matters, and

Be It Further Resolved, that the public be informed of these matters as soon as the need to remain confidential is no longer necessary at a future date to be determined.
