REGULAR MEETING MINUTES
Thursday, May 25, 2006

A regular meeting of the Board of Education was held on Thursday, May 25, 2006, in the
Burnett Eglow Media Center, 365 Boulevard, Hasbrouck Heights, New Jersey. The meeting was called to order at 8:00 p.m. by President, Mr. Ruroede.

Mr. Ruroede read the following statement:

"Pursuant to the New Jersey Open Public Meeting Act, Public Law 1975, Chapter 231, the Board Secretary caused notice of this meeting to be given to the public and the press on April 11, 2006.

Roll Call was taken by Joseph T. Bellino, School Business Administrator/Board Secretary, and the following members responded to their names:

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-024-06 the Hasbrouck Heights Board of Education accept the resignation of Anna Torres, ES Lunch Assistant, effective May 2, 2006.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-025-06 the Hasbrouck Heights Board of Education approve a leave of absence for the
following individuals for the periods indicated:

Cheryl Reed 2/1/07 to 1/31/08 - Child Care Leave without pay

Betty Chiu 9/18/06 to 11/14/06 - Medical Leave with pay
11/15/06 to 1/31/07 - Family Leave Act without pay
2/1/07 to 6/30/07 - Child Care Leave without pay

Be It Further Resolved that Mrs. Chiu be allowed to use 9 sick days from 9/5/06 to 9/15/06. Said approval shall not be considered past practice.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-026-06 the Hasbrouck Heights Board of Education approve the following substitute teachers:

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-027-06 the Hasbrouck Heights Board of Education approve the adoption and purchase of 12th Grade American Pageant History books.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-028-06 the Hasbrouck Heights Board of Education approve the adoption and purchase of 6th Grade Social Studies books.

RESOLUTION: Be it Resolved that, upon the recommendation of the Superintendent of Schools,
5-029-06 the Hasbrouck Heights Board of Education approves the continuation of the attendance incentive plan for instructional supervisors beginning April 1, 2006 and concluding at the end of the next evaluation period.

RESOLUTION: Be it Resolved that, upon the recommendation of the Superintendent of Schools,
5-030-06 the Hasbrouck Heights Board of Education approves the following Clerical Assistant assignments for the 2006-2007 school year at the hourly rate of $12.85. Said salaries subject to change upon completion of the negotiations between the Hasbrouck Heights Board of Education and the Hasbrouck Heights Education Association.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-031-06 the Hasbrouck Heights Board of Education approve contracts to the following non-tenured employees for the 2006-2007 school year at the salaries indicated as per Attachment A. Said salaries subject to change upon completion of the negotiations between the Hasbrouck Heights Board of Education and the Hasbrouck Heights Education Association.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-032-06 the Hasbrouck Heights Board of Education approve contracts to the following non tenured employees and award tenure upon completion of requirements on the appropriate date for the 2006-2007 school year at the salaries indicated as per Attachment B. Said salaries subject to change upon completion of the negotiations between the Hasbrouck Heights Board of Education and the Hasbrouck Heights Education Association.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-033-06 the Hasbrouck Heights Board of Education approve the elementary school grade level assignments for the 2006-2007 school year. Attachment C

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education accept the donation
5-034-06 of $3,000 for the Community Service Scholarship from Joseph Luongo.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-035-06 the Hasbrouck Heights Board of Education approve the following job description:

5-036-06 the Hasbrouck Heights Board of Education approve Sharon D'Amore as district wide ESL teacher.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-037-06 the Hasbrouck Heights Board of Education accept the responsibility for tuition payment for the following special education students for the 2006-2007 school year:

#06-91 Banyan School, Fairfield, NJ $35,607 eff 9/1/06
$2,739 ESY eff 9/5/06
#06-92 BC Tech School, Paramus, NJ $19,000 eff 9/1/06

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-038-06 the Hasbrouck Heights Board of Education appoint Maria Philp as ABA Coordinator at the stipend of $4,000 for the 2006-2007 school year.

RESOLUTION: Be it Resolved that the Hasbrouck Heights Board of Education approve a
5-039-06 contract with the Bergen County Special Services School District to provide compensatory education, supplemental instruction, examination and classification and speech services for Chapter 192 and 193 students for the 2006-2007 school year.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-040-06 the Hasbrouck Heights Board of Education approve the special education extended school year program from July 5, 2006 through July 28, 2006, from 9:00 a.m. to 1:00 p.m.

Be It Further Resolved that the Hasbrouck Heights Board of Education approve the following teachers and assistants at the salaries and assignments listed below for the above program:

Be It Further Resolved that the Hasbrouck Heights Board of Education approve Alma Hedern as a one-on-one nurse for student J.M. for the extended school year program at Bleshman School from July 5, 2006 to July 28, 2006 at the salary rate of $3,135.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-041-06 the Hasbrouck Heights Board of Education approve Partnership in Education to perform a one time only specialized evaluation on a student with severe hearing impairments, fee not to exceed $650.00.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-042-06 the Hasbrouck Heights Board of Education approve the appointment of the following individual at the salary and assignment indicated for the 2006-2007 school year. Said salary subject to change upon completion of the negotiations between the Hasbrouck Heights Board of Education and the Hasbrouck Heights Education Association.

5-044-06 the Hasbrouck Heights Board of Education approve the following appointment for the 2005-2006 and 2006-2007 school year at the rate of $10.00 per hour:

Now Therefore Be It Resolved, the Hasbrouck Heights Board of Education approves the following courses of study for summer educational and sports camps and the conduct of those programs with the terms and conditions indicated:

Be It Further Resolved, the summer educational and sports camps be conducted, insofar as possible, as a self supporting enterprise and administered through the Enterprise Fund, and

Be It Further Resolved, program managers comply with all laws, regulations, and Board policies with regard to purchasing, payroll, and payment of bills.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-049-06 the Hasbrouck Heights Board of Education approve Cindy Stinson as a volunteer nurse for the 7th Grade camping trip on May 30, May 31 and June 1, 2006.

Be It Further Resolved that the chaperones for the camping trip will be
Mr. Delcalzo from 5/30/06 to 5/31/06 and Mr. Tessaro from 5/31/06 to 6/1/06.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the
5-050-06 Summer Keys Program, effective June 27, 2006 through August 18, 2006 from 7:30 a.m. to 6:00 p.m. Said program to be open to all residents of Hasbrouck Heights at the appropriate age level of Kindergarten to incoming 6th grade. Fee schedule as per Attachment D.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-051-06 the Hasbrouck Heights Board of Education approve Michael Stillman as program director for the Junior Police Academy from August 14 through August 21, 2006 from 9:00 a.m. to 3:00 p.m. at the rate of $28.00 per hour, not to exceed $840.00.

Be It Further Resolved that the Hasbrouck Heights Board of Education approve the landing of a helicopter on the athletic field, and the use of Lincoln School and Franklyn Gym as part of the events of this program.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
5-052-06 the Hasbrouck Heights Board of Education approve the Senior Prom - Class of 2007, at The View, Piermont, NY, Mrs. Brinker, Advisor.

5-053-06 reports in accordance with N.J.A.C. 6A:23-2.11(c)4 and N.J.A.C. 6A:23-2.11(b) which are on file in the office of the Board Secretary.

1. Report of the Board Secretary for the month of March, 2006
2. Report of the Treasurer of School Funds for the month of March, 2006

RESOLUTION: Be It Resolved that pursuant to N.J.A.C. 6A:23-2.11-4 and upon consultation
5-054-06 with the appropriate district officials, the Board certifies that to the best of its knowledge, no major account or funds have been overexpended in violation of N.J.A.C. 6A:23-2.11(a) and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year.

 

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the actual
5-055-06 payroll for the month of April, 2006, as adjusted, in the amount of $1,222,867.07 and that the President of the Board, the Board Secretary, and the Treasurer of School Funds be, and they hereby are, authorized to sign warrants up to and including the above.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the
5-056-06 estimated payroll for the month of May, 2006, in the amount of $1,250,000.00 and that the President of the Board, the Board Secretary, and the Treasurer of School Funds be, and they hereby are, authorized to sign warrants in any amount up to and including the above $1,250,000.00.

RESOLUTION: Be it Resolved that the President of the Board, the Board Secretary, and the
5-057-06 Treasurer of School Funds be, and they hereby are, authorized to sign warrants for supplies and materials received and services rendered to the Hasbrouck Heights School District . The amount for the month of May being:

5-058-06 of a certain custodian who is a member of the Board of Educations's schools staff, and

Whereas, the Board has reviewed and discussed evaluations of Dennis Michaud in Executive Session at its meeting of April 17, 2006, and

Whereas, the Superintendent has made a recommendation to withhold salary and adjustment increments for this employee for the 2006-2007 academic school year for the reasons set forth in a letter dated April 21, 2006 sent to the employee outlining the basis for the Superintendent's recommendation.

Now, Therefore, Be It Resolved by the Board of Education for the Borough of Hasbrouck Heights, County of Bergen, and State of New Jersey hereby withholds the salary and adjustment increment of Dennis Michaud for the 2006-2007 academic school year for the reasons set forth in the Superintendent's letter to the employee dated April 21, 2006.

RESOLUTION: Whereas, the Superintendent has presented to the Board of Education an evaluation
5-059-06 of a certain teacher who is a member of the Board of Educations's schools staff, and

Whereas, the Board has reviewed and discussed evaluations of Candace Wallace in Executive Session at its meeting of April 17, 2006, and

Whereas, the Superintendent has made a recommendation to withhold salary and adjustment increments for this employee for the 2006-2007 academic school year for the reasons set forth in a letter dated April 21, 2006 sent to the employee outlining the basis for the Superintendent's recommendation.

Now, Therefore, Be It Resolved by the Board of Education for the Borough of Hasbrouck Heights, County of Bergen, and State of New Jersey hereby withholds the salary and adjustment increment of Candace Wallace for the 2006-2007 academic school year for the reasons set forth in the Superintendent's letter to the employee dated April 21, 2006.
