REGULAR MEETING MINUTES
Thursday, July 20, 2006

A regular meeting of the Board of Education was held on Thursday, July 20, 2006, in the Burnett Eglow Media Center, 365 Boulevard, Hasbrouck Heights, New Jersey.  The meeting was called to order at 8:00 p.m. by President, Mr. Ruroede.

Mr. Ruroede read the following statement:

"Pursuant to the New Jersey Open Public Meeting Act, Public Law 1975, Chapter 231, the Board Secretary caused notice of this meeting to be given to the public and the press on July 5, 2006.

Roll Call was taken by Joseph T. Bellino, School Business Administrator/Board Secretary, and the following members responded to their names:

Mr. Giarratana commented the committee will meet in September and there have been minor agreements to date.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
7-115-06          the Hasbrouck Heights Board of Education approves the salary adjustment of the following individual for the 2006-2007 school year.  Said salary subject to change upon completion of the negotiations between the Hasbrouck Heights Board of Education and the Hasbrouck Heights Education Association.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
7-120-06          that the Hasbrouck Heights Board of Education approve the following individuals to stipend positions in the Hasbrouck Heights School District for the 2006-2007 school year, at the stipends indicated.    Said stipends may be subject to change upon completion of the 2006-2007 negotiations between the Hasbrouck Heights Board of Education and the Hasbrouck Heights Education:

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
7-121-06          the Hasbrouck Heights Board of Education approve NJN Public Television to visit and film journalism class on 10/23/06.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
7-122-06          the Hasbrouck Heights Board of Education approve the appointment of the following individual at the salary and assignment indicated for the 2006-2007 school year.  Said salary subject to change upon completion of the negotiations between the Hasbrouck Heights Board of Education and the Hasbrouck Heights Education Association.

            Be it Further Resolved that the employment of Mr. Heller and Ms. Keller are contingent upon satisfactory verification of certification not later than August 15, 2006.  Failure to provide satisfactory proof of certification will result it immediate termination of employment.


RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
7-123-06 the Hasbrouck Heights Board of Education approve Valerie Giancaspro as a substitute Lincoln School Lunch Assistant and a districtwide Clerical Assistant at the salary rate of $10.00 per hour for the 2006-2007 school year.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
7-124-06 Adrian Grant, having met all requirements, be awarded a diploma of graduation.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
7-125-06 the Hasbrouck Heights Board of Education approves the pay rate of $32.00 per hour for teachers whose summer school classes exceed 15 students retroactive to 7/1/06.

RESOLUTION: Be it Resolved that the Hasbrouck Heights Board of Education accept the following
7-130-06 reports in accordance with N.J.A.C. 6A:23-2.11(c)4 and N.J.A.C. 6A:23-2.11(b) which are on file in the office of the Board Secretary.

1. Report of the Board Secretary for the month of June, 2006
2. Report of the Treasurer of School Funds for the month of and June, 2006

RESOLUTION: Be it Resolved that the Hasbrouck Heights Board of Education approve the
7-131-06 following appropriation transfers as per Attachment A.

Be It Further Resolved that the Hasbrouck Heights Board of Education approves the request to the Bergen County Superintendent of Schools for authority to transfer $115,663 from employee benefits accounts 11.000.291.xxx to cover increased unbudgeted costs for special education tuition, transportation and related services.

RESOLUTION: Be It Resolved that pursuant to N.J.A.C. 6A:23-2.11-4 and upon consultation
7-132-06 with the appropriate district officials, the Board certifies that to the best of its knowledge, no major account or funds have been overexpended in violation of N.J.A.C. 6A:23-2.11(a) and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year.

RESOLUTION: Be it Resolved that the Hasbrouck Heights Board of Education approve the actual
7-133-06 payroll for the month of June, 2006 in the amount of $1,325,913.31, and that the President of the Board, the Board Secretary, and the Treasurer of School Funds be, and they hereby are, authorized to sign warrants up to and including the above.


RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the
7-134-06 estimated payroll for the month of July, 2006 in the amount of $500,000.00 and that the President of the Board, the Board Secretary, and the Treasurer of School Funds be, and they hereby are, authorized to sign warrants in any amount up to and including the above $500,000.00.

RESOLUTION: Be it Resolved that the President of the Board, the Board Secretary, and the
7-135-06 Treasurer of School Funds be, and they hereby are, authorized to sign warrants for supplies and materials received and services rendered to the Hasbrouck Heights School District . The amount for the month of July being:

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education award the following

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
7-137-06 the Hasbrouck Heights Board of Education approve the appointment of Lourdes Negron as Business Office Secretary effective August 1, 2006 to June 30, 2007 at the salary rate of $36,545 5th step pro-rated. Said salary subject to change upon completion of the negotiations between the Hasbrouck Heights Board of Education and the Hasbrouck Heights Education Association.

Be It Further Resolved that said starting date shall be contingent upon satisfactory submission of all pre employment requirements.

RESOLUTION: Be It Resolved that, upon the recommendation of the Superintendent of Schools,
7-138-06 the Hasbrouck Heights Board of Education approve the rental of 3 classrooms and 1 office in the Middle/High School to Bergen County Special Services for the Evergreen Program from July, 2006 to June, 2007 at the following fees:

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education approve the
7-139-06 following lease-purchase agreements with Susquehanna Patriot Commercial Leasing Corp. for the projects indicated:

1. Resurface Hitchcock Field tennis courts - not to exceed $28,880.80 per year for 5 years semi-annual payments with a $1.00 buy-out.

2. Install security cameras at Middle/High School - $12,426 per year for 3 years semi-annual payments with a $1.00 buy-out.

Be It Further Resolved that both agreements are contingent upon a satisfactory review by the board attorney.

RESOLUTION: Be It Resolved that the Hasbrouck Heights Board of Education award the following
7-140-06 insurance programs and brokers-of-record for the coverages indicated for the 2006-2007 school year:

1. Firemen's Fund Catastrophe Excess Liability Program, G.R. Murray, Division of O'Gorman & Young broker-of-record.

2. Darwin National Assurance Company, School Board Legal Liability, Wachovia Insurance Services broker-of-record.

RESOLUTION: Whereas, in accordance with the provisions of the New Jersey Open Public
PS-016-06 Meetings Act the Hasbrouck Heights Board of Education wishes to meet in Private Session for the purpose of discussing matters of a confidential nature relating to
personnel, legal and student issues. .

Now, Therefore Be It Resolved, that the Hasbrouck Heights Board of Education adjourn to Private Session for the purpose of discussing such matters, and

Be It Further Resolved, that the public be informed of these matters as soon as the need to remain confidential is no longer necessary at a future date to be determined.
