REGULAR MEETING MINUTES
Thursday, October 19, 2006

A regular meeting of the Board of Education was held on Thursday, October 19, 2006 in the Middle/High School auditorium, 365 Boulevard, Hasbrouck Heights, New Jersey.  The meeting was called to order at 8:00 p.m. by President, Mr. Ruroede.

Mr. Ruroede read the following statement:

"Pursuant to the New Jersey Open Public Meeting Act, Public Law 1975, Chapter 231, the Board Secretary caused notice of this meeting to be given to the public and the press on May 4, 2006.

Roll Call was taken by Joseph T. Bellino, School Business Administrator/Board Secretary, and the following members responded to their names:

Mr. Ruroede led the Board in the flag salute.

Presentations – Violence and Vandalism Report pursuant to P.L 2000, c.299 – Mr. Luongo presented the Violence and Vandalism Report. He reviewed all school activities. Comments and questions on the number of incidents from year to year. He stated the number of incidents increased, but that the new security cameras with a direct link to the police department should help in the future.

Mr. Delorenzo moved, seconded by Mr. Parodil to accept the minutes of September 28, 2006(4)

Motion approved by unanimous vote of all members present.

Mr. Giarratana stated the committee will meet on November 1st with HHEA.

Mrs. Hodulik commented the committee met on 10/17 and discussed clocks in MS/HS/drop off/grass cutting.

EDUCATION COMMITTEE:

RESOLUTION:   Be It Resolved that, upon the recommendation of the Superintendent of Schools,
10-224-06          the Hasbrouck Heights Board of Education approve the appointment of following individuals as a School Nurse in the Hasbrouck Heights School District for the 2006-2007 school year at the assignment and pay rate indicated:           
                       
                        Barbara O’Donnell          ES Nurse          $40,765 plus  $700 MIF (pro-rated)                                                                                  effective 10/30/06
                        Lynn Schweighardt         ES 504 officer    $500

                        Be It Further Resolved that Ms. O’Donnell salary subject to change following completion of negotiations between the HHBOE and HHEA.
           
RESOLUTION:   Be It Resolved that the Hasbrouck Heights Board of Education approve the first

10-226-06         Hasbrouck Heights Board of Education approve the appointments of the following winter season coaching assignments for the 2006-2007 school year at the stipends indicated, said stipends subject to change upon completion of the negotiations between the HHBOE and the HHEA:

RESOLUTION:   Be It Resolved that the Hasbrouck Heights Board of Education rescind the calling
10-228-06          procedure for clerical assistant substitutes approved in resolution #9-195-06 requiring substitutes to be called in alphabetical order on a rotating basis.
           
RESOLUTION:   Be It Resolved that, upon the recommendation of the Superintendent of Schools,
10-229-06          the Hasbrouck Heights Board of Education approve the Nursing Services Plan for the
                        2006-2007 school year.

RESOLUTION:  Be It Resolved that, upon the recommendation of the Superintendent of Schools,
10-230-06         the Hasbrouck Heights Board of Education approve the following individuals as lunch aides for the 2006-2007 school year pending receipt of required pre-employment paperwork and requirements:

RESOLUTION:  Be It Resolved that, upon the recommendation of the Superintendent of Schools,
10-231-06          the Hasbrouck Heights Board of Education approve the research project as described for Language and Learning Systems.
                      
RESOLUTION:   Be It Resolved that, upon the recommendation of the Superintendent of Schools,
10-232-06          the Hasbrouck Heights Board of Education approve the participation by students in Heroes and Cool Kids Program funded as indicated:

RESOLUTION:   Be It Resolved that, upon the recommendation of the Superintendent of Schools,
10-236-06          the Hasbrouck Heights Board of Education approve a leave of absence without pay for Marcia Velarde from 12/4/06 to 12/22/06. RESOLUTION:  Be It Resolved that, upon the recommendation of the Superintendent of Schools,

10-240-06          submit three-year maintenance plans documenting "required" maintenance activities for each of its public school facilities, and                        

Whereas, the required maintenance activities as listed in Attachment A for the various school facilities of the Hasbrouck Heights Board of Education are consistent with these requirements, and                        
Whereas, all past and planned activities are reasonable to keep school facilities open and safe for use or in their original condition and to keep their system warranties valid,
                                               
                        Now Therefore Be It Resolved that the Hasbrouck Heights Board of Education hereby authorizes the School Business Administrator to submit the attached approved Comprehensive Maintenance Plan for the 2005-2006 to 2007-2008 school years for the Hasbrouck Heights Board of Education in compliance with Department of Education requirements. (Attachment A)

RESOLUTION:   Be It Resolved that the Hasbrouck Heights Board of Education approve the district’s
10-241-06          Crisis Response Manual pursuant to N.J.S.A. App. A: 9-64, et. Seq.

RESOLUTION:   Be It Resolved that, upon the recommendation of the Superintendent of Schools,
10-242-06          the Hasbrouck Heights Board of Education approve the appointment of Jerry  Polizzoti     as custodian from November 1, 2006 to June 30, 2007 at the annual salary rate of $27,108 (pro-rated). Said stipend subject to change following completion of negotiations between the HHBOE and HHEA, and

RESOLUTION:   Be It Resolved that pursuant to N.J.A.C. 6A:23-2.11-4 and upon consultation
10-244-06           with the appropriate district officials, the Board certifies that to the best of its knowledge, no major account or funds have been overexpended in violation of N.J.A.C. 6A:23-2.11(a) and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year.

RESOLUTION:   Be it Resolved that the Hasbrouck Heights Board of Education approve the payroll
10-245-06          for the month of September, 2006, as adjusted, in the amount of $1,158,273.92 and that the President of the Board, the School Business Administrator, and the Treasurer of School Funds be, and they hereby are, authorized to sign warrants up to and including the above.

RESOLUTION:   Be it Resolved that the Hasbrouck Heights Board of Education approve the
10-246-06          estimated payroll for the month of October, 2006 in the amount of $1,400,000, and that the President of the Board, the School Business Administrator, and the Treasurer of School Funds be, and they hereby are, authorized to sign warrants up to and including the above $1,400,000.

RESOLUTION:   Be it Resolved that the President of the Board, the Board Secretary, and the
10-247-06          Treasurer of School Funds be, and they hereby are, authorized to sign warrants for supplies and materials received and services rendered to the Hasbrouck Heights School District .  The amount for the month of October being:

PS-020-06         Meetings Act the Hasbrouck Heights Board of Education wishes to meet in Private Session for the purpose of discussing matters of a confidential nature relating to
                        personnel issue.                                                            

                        Now, Therefore Be It Resolved, that the Hasbrouck Heights Board of Education adjourn to Private Session for the purpose of discussing such matters, and

                       Be It Further Resolved, that the public be informed of these matters as soon as the need to remain confidential is no longer necessary at a future date to be determined
